The Scene: – Long a fixture on Allen Street, Mulligan's new owners have transformed the old brick bar from being just another cool place into a fine dining restaurant cloistered in a tiny back room. Packed on the weekends

This bar feels a bit like a frat-house pub, but that may or may not be a good thing. It's the kind of place where you drink beer. It's friendly, and attracts a pretty varied crowd that's huge on the weekends. One thing I did notice is that smoking is permitted. We asked the bouncer why and he said, "you tell em, but they don't give a f---." Hmm, I've been to plenty of bars in NY and elsewhere where people have no trouble obeying the law. At least it isn't as smoky as the Old Pink Tavern nextdoor.
